A $2.8 Million Boost for Canberra's East Lake Railway Precinct: A New Chapter Begins!
That's right, a whopping $2.8 million injection from the Commonwealth government is set to kickstart the planning and design phase for the East Lake Railway Precinct urban renewal project. This initiative promises to transform the area, potentially delivering the first land releases by 2027 and paving the way for approximately 5,000 new dwellings. This is a significant step, but what does it really mean for the future of Canberra?
This funding, part of the Australian Government’s $150 million Urban Precincts and Partnerships Program (uPPP), complements the ACT Government's existing $3 million investment. The goal? To shape the precinct's future, ensuring it becomes a vibrant hub for the community.
But the benefits extend beyond just housing. The Kingston precinct is envisioned as a thriving center for new businesses, projected to create over a thousand jobs across various sectors, including commercial, technology, and service industries. Plus, there are plans for community and cultural facilities in the former landfill area, adding another layer of appeal to the area.
At the announcement held at Canberra Railway Station, Chief Minister Andrew Barr emphasized the importance of a new railway station, promised during the 2024 election. He envisions it as a crucial part of a multi-modal transport hub, which will integrate the NSW-owned railway station more seamlessly into the new precinct. Mr. Barr highlighted the need for renewal, stating the current station is not befitting of the national capital.
"Under the partnership with the Commonwealth government under this fantastic program, we’ll see the next stages of work completed, and enable construction to commence on a number of residential, commercial and industrial projects,” he said.
Master planning is expected to be completed within the next 18 to 24 months, after which land can be released. The ACT government plans to collaborate with the Housing Australia Future Fund on a community housing component, and anticipates strong interest from the private sector for development opportunities.
Federal Infrastructure Minister Catherine King stressed the importance of thorough planning to ensure the success of these urban renewal projects. She emphasized the creation of "decent, connected suburbs" that provide a great place for people to live and work. The planning will also include remediation assessments, particularly considering the proximity of the Jerrabomberra Wetlands, a sensitive area requiring protection.
But here's where it gets controversial... Mr. Barr stated that the market will ultimately determine the housing mix, but more diversity is always a good thing. The project is expected to include a combination of public, community, and build-to-rent housing, as well as accommodation for key workers. According to the East Lake Place Plan, the Railway Precinct will feature a mix of commercial, residential, and public buildings, primarily ranging from four to six stories, with strategically placed eight-story developments.
Mr. Barr also highlighted that the construction of housing and the new station should occur concurrently to create a true multi-modal transport hub. He mentioned the importance of collaboration with the NSW Government, which has extensive experience in railway station redevelopment, and the private sector.
Project participants include the Suburban Land Agency, the NSW Government, developers, the Woodlands and Wetlands Trust, and the Canberra Institute of Technology.
